Hi,
changing of request status(at DSO) might be delayed due to system busy schedule. on the same time dso activation step started to do activation.in this kind of situations we will get this inconsistency errors.
rather than running manual,check your loaded dso request status and later repeat your dso activation step. it may run without fail.
