If you are going to use NWBC, then of course the portal business package is not needed. You should definitely have the PFCG roles SAP_EMPLOYEE_ESS_WDA_1 and SAP_EMPLOYEE_ESS_WDA_2 in your system. SAP_EMPLOYEE_ESS_WDA_3 is included in HR Renewal and EHP7. They are composite roles, maybe you checked only single roles?
