PR release strategy-Purchase organizations are mixed

Hello.

I set Chatacteristic value : Purch.Org 2200, 2210  in CL24N.

And then I created PR in ME51N. (Items have different purchase organizations. One has 2200, the other has 2210).

I this case, PR release strategy does not work. But if I separately create PR by purchase organization, PR release strategy works well.

I want to set PR release when I create PR with mixed purch.Org items.

How can I set? Is anything wrong?
