Data in LFA1 but not in LFB1

Hi there

i have small question , we are getting around 5k vendor who present in LFB1 but not in LFA1 ,  is it possible to have a vendor present in LFB1 but not in LFA1 ?

as far as i know ,lfa1 is general data and we cannot create company code LFB1 without creating LFA1( general data) ,
