RF Queue

RF experts -

I have created two RF queues:  Inbound and Outbound

1. How are TO’s for putaway placed in the inbound
   queue and how are TO’s for picking placed in the outbound queue? 
2. If I have 3 people in the Inbound Queue, how are
   TO’s allocated within the queue or is it first come first serve?
