I am working on this with Kamal  and the issue is not yet resolved. Looks like his product ( MCM Product) has couple of restrictions) on Participation . Can you please; 

1) Check the Configuration advised by me above and Uncheck the box if this is checked in .

2) Run your scenario  again. If still the error persist;

3) check your product and see if you have any restrictions for participation at product level.

I believe you are using FS AM and FS MCM both in the same system and client as well. Right?

Which scenario you have configured for your MCM ( ECP, ODP, etc)?
