Did you activate your project thru CMOD ?

• CATS0002 / EXIT_SAPLCATS_002 allows to "Supplement recorded data" seems not be the good one (is not intended to return error)
• CATS0003 / EXIT_SAPLCATS_003 (as Srikanth Reddy already wrote) allows to perform your checks, it will only be called if duration is not initial (so if some CATSDB record will be written to database) so "Validate recorded data"

Else to find an authorization related to company code, use SU20 to find BUKRS, then display the list of authorization objects that use it and cross it with your user roles.
