Hi,
RFPs should be based on every preparation including individual steps involved from start to end.
We have always segregated such things based on individual efforts and time for realisation.
Since RFPs are client and project specific, one design parallel to others, keeping dependencies into account.
That is one of the reason you should prepare a draft RFP and test on a sandbox keeping production into consideration and then modify as per your learning.
Perhaps, best is to read guides and takes suggestions from old experiences, and just start doing it.
