First of all, ICM is a cross industry solution ( meaning not specific to any industry - e.g. Insurance). So it can be used in any industry where earned and expected commission and incentives are to be managed.
You need to do cost benefit analysis before going ahead with this solution, considering;
1) license cost from SAP which is normally based on the number of commission contracts created / used. It is an industry add on.
2) Cost of implementation
3) Cost of maintenance of the system
4) Connecting and transferring data to payments / invoicing systems ( for e.g SAP HR Payroll, FI - AR\AP, FS-CD). Additional cost of the acquiring, implementing & maintaining these systems.
ICM can be integrated with SD / SCM where business object structure needs to be defined first to calculate commissions. Infact part of ICM architecture has been derived from SD like condition techniques etc.
I am not sure of your requirements wether you want commissions to be calculated for both earned and expected commissions, or for earned only. If it is for both earned and expected then ICM is a good option ( with functionality for remuneration scheduling & inquiry, Sales Representative Reporting (access via NetWeaver Business Client), Entitlement and liability transfers, Portfolio Assignment & Transfer of Portfolio Assignments etc).
If the commission equation in your case is not to complex , and does not involve frequent changes / addition of new rules and the remunerations can be easily calculated then it is better to do a custom development in SD module itself.
Even in the Insurance industry there are several customers who manage calculation of commissions using custom development in SAP ERP / using third party tools rather than with ICM.
As ICM is presented as an Insurance Industry component rather than non industry specific module you are unlikely to get any more documents / materials related to ICM than the ones you have. So it is going to be painful while deploying ICM in non insurance industry with not much reference guides / docs/ and most imp... experts in ICM.
