Yes.. It will be happening for these condition types which has the condition category as Delivery cost.
If you read the sap note 457511, then you will find the sentence "Delivery costs must not be entered again or changed if all follow-on documents were cancelled for the purchase order item, unless there were no delivery costs for the posted documents."
These follow on documents means everything (include the invoice) which is showing in PO history. (Once PO history tab will update).
