When does package tracking number TRACKN gets updated in table VTRKH?

Hi experts,

    I have a delivery note which gets packed, shipped and PGI.

    I use VL02n to do the PGI.

    At what stage does the table VTRKH gets updated with tracking number? Does it happen after packing? or Shipping?
