Have you tried Transaction SWU7 to check the consistency of WF template.

Can you try transporting the workbench request (having this workflow change )contents from Client 600 to 100 using Transaction SCC1. I know this might not make sense to move workbench entries but the issue you are getting is also very strange. No harm in trying.

You can also try to transport the WF definition from DEV to QAS and verify the results.
