Better ask to Basis team of the Application Servers, creating from SAP may give wrong/unexpected results in terms of authorization management.
If they agree for you to create subdirectory, call transaction SM49 and look for some make dir command (External Commands and External Programs, and SXPG_CALL_SYSTEM or SXPG_COMMAND_EXECUTE)
