If I understand you correctly, you are actually asking about workflow within MSS.
If so, then the answer to your question is yes: "1" will be able to perform action instead of "4", BUT the question is how it may be done:
- "4" will have to define "1" as it's substitute; OR
- Your workflow consultant may define this logic within the workflows.
This logic should not be effected by the license.
