It is possible with Fund Management Module.
One more option, which is " Purchase Order Release Strategy" by using this we can restrict the PR's by limiting the value by Approvals.
Without implementing FM we can do with Internal Order budgeting but with this we can restrict very scenarios's where cost center maintained as a cost object
