Dear Muthu,
Can you logon to configtool->switch to the configuration editor mode->cluster_config->instances->cfg->services-> Propertysheet com.sap.security.core.ume.service and check the below values:
ume.logon.logon_help.name_required
ume.logon.logon_help.securityquestion
Both should be false. If not change them to false and restart the server.
I also hope that in ume-> configuration-> security policy -> you have "users can change their own password" field set to true as well.
If the issue persists, navigate to http://server:port/useradmin -> support and download the configuration ZIP file and attach it to this message.
Else you can download UME configuration from server0 and attach it:
