As per your query transferring pending operations of previous order to next call order is not possible.
Are you activating the completion requirement check box?if so unless you complete the order technically(TECO) system will not raise other order.
Even system updates the system status as PCNF if you don`t confirm all the operations.If you want restrict your user not to close the order with system status CNF , you can have that control.
