I am not aware of any other technique.
You can reduce the swu3 config to 90 sec or so
Since the batch Job is running to restart the workflow in error I don't think it should be possible unless u rrestart the workitem from error using a wapi.
Also why do you want to restart the workflow from error so early any particular reason.
