"Originally", PFC help didn't come in HTMLHelp (CHM) format. I created that after Sybase released the source code to the open source project.
I would have either used Help Magician Pro (no longer sold) or Doc-To-Help (ComponentOne). Don't really recall which right now, but I would lean to Doc-To-Help.
