The config "base entitlement as 14 days and base period as Calendar year" and "accrual as daily" will only mean that the amount of accrual per day is based on 14 / no.of days in a year.

a)Selection rules->Base entitlement, if the config has a calculation process, check how the process works.
When employee has started on 03.08.2015, the accrual period on that day is zero. Hence there can not be any accrual.
