Login in CMC with diffrent Env Tomcat and go to users and groups section.
IF the performace is good then redeploy BOE.
Also check how much time is take if you login in Clinet Tool\BILaunchpad with LDAP ?
Also what is time time taken if you open LDAP Authenticatio Plug-in.?
