It looks like an outside chance that it will work but please try this:

In Provisioning:

1. Switch off People Profile (if it is switched on)
2. Toggle the Role-based Permission option

• In Company Settings: Start by reversing the current choice i.e. if the switch is Checked, Uncheck it and Save Feature [If it is unchecked, check it and save].
• Go back to Company Settings and this time reverse the option again and save. i.e if you had unchecked in the previous step, now Check it and Save Feature.
• Finally check that the switch is Checked. i.e you want to use the RBP.

Go back to your co. instance and see if this has worked.
