Hi,
End users (employees) are more knowledgeable than payroll administrator nowadays. Also, it is shown in "Remarks" column only. As you may be aware, Basis amounts are calculated for all the cases in spite of applicability.
Even the applicability of ESI will be known only after computing this Basis and comparing.
You can use PE51 to edit this payslip form and remove that particular item from remark section.
