Unless you do a Custom Enhancement, it is not possible
This is an exceptional requirement, and needs to be handled exceptionally.. I would prefer educate the users about it
Even if you do the enhancement, someone will have to remember and put a tick on it.. Right? So, if the users can remember doing it, they can very well remember adjusting the TDS in the Invoice...
