May be you can leverage the fact that the number of N3s and N2s is limited to two occurrences for each N1 and apply your conditions. (Double check the schema for your 850 version).
Stream the queue within each N1 context (like Konrad showed) and write a simple UDF. This is a very common requirement and many ways to do it.
