Loan workflow:Restict upto 1 level

I am using loan workflow template as WS18900041. Once it has been approved by first time, Status set to Partially approved.

I need to get it fully approved.

Is there any BADI , Which will determine approval is not required for 1st level ?  I need to restrict upto 1 level.

In approver determination BADI, I can just pass the approver ID.

If I change the workflow template and completed workflow on 2nd level, It will not change the status of loan.

Kindly suggest.
